E' nato in America Elite Kenpo Council e sarà essere costituito dagli istruttori di elite in tutto il mondo a partire dal 3° dan. Lo scopo è fare conoscere in maniera univoca il Kenpo considerato che al mondo in questo momento c'è molta confusione. È una divisione dei migliori istruttori all'interno di IKKA con riconoscimento a livello mondiale.
Il maestro Urzì ha avuto questo riconoscimento.
